Background

At Energize Shropshire, Telford & Wrekin, we are working in a place-based way in Telford & Wrekin. This means working alongside local communities and organisations to understand what matters to them, build on local strengths and help tackle the barriers that create inequalities. 

A very important part of this is the people who are doing this work on the ground.

How can we understand the conditions needed to address behaviours around physical inactivity? 

We have several ‘shared roles’ - a model used where people remain employed by their current employer and work for a funded and agreed amount of time. Our shared roles are working together as the Place Operational Group with support from the Telford Strategic Oversight Group.

Meet the people with shared roles:

Abbie Guest - VCSE Enabler (VCSE Lead)

Abbie is strengthening the role of voluntary, community, and social enterprise organisations in addressing inactivity and wider health inequalities. She is building stronger relationships between communities and statutory services, champion community voice, and support more responsive, inclusive, and community-led solutions.

Rachel Threadgold - Public Health Lead

As Senior Health Improvement Practitioner for Telford & Wrekin Council, Rachel is exploring how physical activity can be used as a key tool within prevention and population health strategies to reduce health inequalities. She is connecting services, communities, and voluntary organisations to develop inclusive, place-based approaches that improve health outcomes and support long-term system change.

 

Richelle Morris - Children and Young People (CYP) Lead

Richelle is a Youth Development Officer at Telford & Wrekin Council and as her CYP Lead role she will focus on creating more opportunities for children and young people to be active by working across education, health, youth services, and community organisations. She is championing youth voice, co-designing solutions with young people, and ensuring their needs and experiences shape place-based approaches to reducing inactivity and inequality.

Jade Jackson - Planning and Green Spaces Lead

As Senior Strategic Outdoor Play and Recreation Specialist at Telford & Wrekin Council, Jade will ensure that opportunities for physical activity are embedded within the design and development of places, spaces, and communities. By working across planning, regeneration, transport, and health sectors, she is advocating for long-term investment and decision-making that creates healthier, more active, and equitable environments.

Karen Harley - Leisure Lead

As a Health and Fitness Team Leader at Telford & Wrekin Council, Karen’s shared role is exploring how leisure services and facilities can be used to increase physical activity and reduce inequalities by developing more inclusive, accessible, and flexible approaches. Working across leisure, health, social care, and community sectors, she will strengthen partnerships and challenge traditional delivery models to ensure leisure plays a greater role in prevention, wellbeing, and place-based system change.

This shared role model offers a cost-effective and agile solution to build momentum quickly. This approach better enables system-wide efficiencies, accelerate learning, and build cross-organisational relationships that lay the groundwork for long-term, enabling the conditions to address physical inactivity.
